Bob Rhodes, one of the state’s leading legal authorities on Florida’s growth management law, will discuss the 2005 legislative changes and how they will affect our communities. Following his presentation, a response panel of public sector planners will talk about how their jurisdictions intend to meet the requirements of the new law. Questions from the audience will be encouraged.

Bob Rhodes, of counsel to the Jacksonville office of Foley & Lardner LLP, is the former executive vice president and general counsel of The St. Joe Company. Earlier in his career, he served as the first administrator of Florida’s growth management program and chaired state commissions that developed revisions to the growth management process (ELMS II) and studied the protection of property rights. He will bring his considerable expertise and wit to the program in discussing how this year’s significant changes to the growth management process, especially in the areas of school, water resources and transportation concurrency, will change planning within local governments in the Southeast Florida region.
