Development recommendations for three key sites in the City of Lauderhill
Public agencies, private firms, and nonprofit organizations facing complex land use and real estate issues in the Southeast Florida region can get expert and objective advice with the help of TAPs – Technical Assistance Panels – offered by the ULI Southeast Florida / Caribbean District Council. A TAP can save immeasurable research, time, and costs.
Technical Assistance Panels are intensive, on-site advisory services that utilize local ULI expertise to provide comprehensive and strategic advice on complex land use and development challenges. These local advisory projects that link public agencies and nonprofit organizations with the expertise that ULI’s local real estate, planning, financing, marketing and technical experts have to offer.
TAPs are flexible and customizable, and allow ULI Southeast Florida/Caribbean to deliver honest, unbiased, and practical answers to land use and real estate questions that defy easy solutions.
TAPs offer an opportunity for public agencies and non-profit organizations to leverage the expertise of ULI members to provide a unique, market-based perspective on a broad range of land use issues, including:
Each TAP is comprised of senior-level ULI members, representing a broad range of disciplines. In both one-day and two-day formats, ULI Southeast Florida/Caribbean assembles a multi-disciplinary panel of experts that explore the project, interview stakeholders, and make recommendations.
TAP Panelists consist of expert volunteers recruited specifically for each assignment from the 1,000+ ULI members in the Southeast Florida/Caribbean district. Depending on the issues being tackled, panel member expertise may be comprised of developers and owners, investors, designers, planners, engineers, market and financial analysts, as well as members of the public sector.
Over an intensive one- or two-day working session, panelists tour the study area, interview stakeholders, review background materials and work collaboratively to produce preliminary findings and recommendations. After the session, a professionally-written and detailed report is delivered to provide a roadmap for success.

Panelists consists of expert volunteers from the 1,200+ ULI members in the ULI Southeast Florida/Caribbean District Council chosen specifically for each assignment. Panelists usually include at least one for-profit or nonprofit developer, designer and/or planner, market and/or financial analyst, and a regulatory expert. Panelists with a potential conflict of interest will be deferred for other opportunities.
Findings are delivered in a PowerPoint presentation at the end of each 1 – 2 day-long panel, along with a final report of recommendations.
Communities can apply to the TAPs program at any time. After receiving an application, members of the TAP committee will arrange an initial meeting to understand and refine the assignment and objectives as well as identify key issues. Decisions on whether the committee can accept the panel assignment will be determined shortly after the initial meeting.
A three- to four-month lead-time is necessary to provide sufficient time to assemble the best available panel members, compile briefing materials and plan for the logistics of the TAP program.
Each TAP is different and the fee depends on the length of the actual panel, and are negotiated individually with each client, but including panel expenses is typically around $25,000.
In addition to a traditional two-day TAP, ULI Southeast Florida/Caribbean also offers Public Sector workshops for smaller scopes as well as five-day panels with national experts for larger or more complex land use challenges.
